English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a latest poll of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of authorities attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the sale of a shopping centre in a local town and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Local Levy Increases and Broader Financial Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase council taxes next April to address the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of regional authorities this week also found local finances being strained by the increasing figures of children and older individuals needing Send support.

A network of councils said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” noted the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the extent of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey revealed.
